Is the MC number going away?

Short version: it is proposed, not final. FMCSA is modernizing registration with a new system called Motus — here is what is actually changing and what it means for a new carrier today.

SHORT ANSWER

Is FMCSA eliminating the MC number?

Not as a final rule. FMCSA is modernizing its registration system — the Motus: USDOT Registration System — and has proposed phasing out separate MC/MX/FF docket numbers. Under the proposal, the type of operating authority would instead be shown as a suffix on the USDOT number (one number, with suffixes) rather than a separate MC number.

This is not final. Eliminating docket numbers is still under consideration and would require a formal Notice of Proposed Rulemaking (NPRM) and public comment before it could take effect. And existing MC, MX, and FF numbers will not change — current numbers stay the same. The Motus system itself launches to all users, new and existing, in May 2026.

What is proposed, and what is already settled?

It helps to separate the parts that are firm from the part that is still only a proposal.

  • Settled — the Motus system is coming. FMCSA's Motus: USDOT Registration System launches to all users, new and existing, in May 2026.
  • Settled — your existing MC number does not change. Current MC, MX, and FF numbers stay the same.
  • Proposed, not final — phasing out docket numbers. FMCSA has proposed replacing separate MC/MX/FF numbers with a suffix on the USDOT number. This is still under consideration and would require a formal NPRM and public comment before it could take effect.
  • For a new carrier today: you still obtain and use MC operating authority the normal way. This is a change to watch, not one that is in effect.
