New motor carriers get conflicting advice. This site gives the cited, in-order checklist and tells you exactly what to do yourself versus what requires a licensed third-party administrator.
Who is Vertical Identity?
Vertical Identity is a nationwide FMCSA drug and alcohol testing consortium (C/TPA) and DOT compliance company based in Phoenix, Arizona. We are the same company that fulfills the compliance steps this site describes — consortium enrollment, FMCSA Clearinghouse queries, driver qualification files, DOT physicals, and background screening.
As a C/TPA, we are registered with the FMCSA and operate under 49 CFR Part 382. Carriers enrolled with us have a compliant random drug and alcohol testing program, and we run the Clearinghouse queries on their behalf so they are ready for their New Entrant Safety Audit and annual compliance obligations.

When a new carrier gets their FMCSA authority, the next steps are not obvious — and the internet is full of conflicting, vague, or outright wrong information about what is actually required and in what order.
Common sources of confusion we see every day:
- "Authority granted" is often confused with "legal to operate" — they are not the same. You still need BOC-3, insurance on file with FMCSA, and a drug and alcohol program before the first dispatch.
- The drug testing consortium and the FMCSA Clearinghouse are two separate federal requirements — almost every new carrier thinks they are the same thing.
- IRP (apportioned plates) and IFTA (fuel tax reporting) are often confused for each other and for each state's own requirements.
- The New Entrant Safety Audit happens within 12 months of operations — most carriers do not know it is coming until they get the notice.
